On 21 October 2026, Serbia became one of 89 countries where ChatGPT shows ads.1 A company from Belgrade can now open an account, write an ad and appear under ChatGPT’s answers, right next to people asking where to stay in Novi Sad, which CRM to pick or how to plan a wedding on Zlatibor.

That sounds big. It is also new, expensive per click and easy to get wrong. Here is what we know so far, what it means for brands in Serbia, and how we would test it.

What a ChatGPT ad actually is #

You ask ChatGPT something and it answers. Below the answer, sometimes, a box appears, labelled Sponsored: the advertiser’s name and icon, a short title, one line of copy, an image and a link.2 OpenAI is already testing bigger versions with a larger image and a button like “Book now” or “Shop now”.8

Three rules come up in everything OpenAI says about it:

  • The ad sits under the answer, never inside it. You cannot pay ChatGPT to recommend you.
  • Advertisers never see the conversation. You get campaign numbers, not chats.
  • Some people and topics get no ads at all: users under 18, Temporary Chats, conversations about health, mental health or politics, and anyone paying for Plus, Pro, Business or Enterprise.

Good to know

Ads appear only on the Free and Go plans. Your most tech-savvy customers, the ones paying for Plus, will never see them.

How ChatGPT decides which ad to show #

In Ads Manager you build campaigns the way you know from Google: campaign, ad group, ad. The difference is in the ad group. Instead of a keyword list you write context hints, plain descriptions of the conversations where your ad belongs: “people planning a weekend in Belgrade with kids”, “small companies comparing accounting software”. ChatGPT reads those hints together with your ad and your landing page, and decides when they fit.4 They are not exact-match keywords, and they reward a landing page that actually answers the question.

When a user has ad personalisation on, ChatGPT can also use memory and past chats to choose the ad. With it off, the ad is based on the current conversation only.2 In the EU, ads launched on context alone.5 OpenAI has not said publicly what applies in Serbia, so we plan as if context is all you get.

Google matches keywords. Meta matches people. ChatGPT matches the conversation.

What ChatGPT ads cost #

There is no price list. Like Google, it is an auction, and the winner pays roughly the next bid, so usually less than their maximum.4 You choose one of three goals:

  • Reach: you pay per 1,000 impressions (CPM: Cost per mille. What an ad costs for every 1,000 impressions.). The default maximum bid is $60.
  • Clicks: you pay per click (CPC: Cost per click. What an ad costs each time someone clicks it.). OpenAI suggests starting at $3 to $5.
  • Conversions: ChatGPT optimises for leads or sales once tracking is in place.

There is no minimum spend in self-serve, so a small test is possible. Still, three to five dollars a click is a different league from what most Serbian brands pay on Meta. While few local advertisers are bidding, real prices may land lower. Nobody has Serbian benchmarks yet, us included. Anyone promising you guaranteed results on ChatGPT is guessing.

What changes for brands in Serbia #

Only a company registered in a supported country can buy. Since 21 October, a Serbian company qualifies and can use Ads Manager on its own.6 The account’s country cannot be changed later, so open it under the right company.7

Not the whole region is in. Croatia and Slovenia came with the EU rollout in August. Montenegro, Bosnia and Herzegovina and North Macedonia are not on the list yet.7 If you sell across the region, start with Serbia.

Language is an open question. People here talk to ChatGPT in Serbian, in English and in a mix of both, in Latin and in Cyrillic. OpenAI has not said how context hints handle Serbian. We would write hints in both languages and let the numbers decide.

Customer lists are too small for most. Uploading your own customer list needs at least 25,000 matched people,4 more than many Serbian brands have. For most, context is the targeting.

You are paying a foreign company, just like with Google and Meta, and bids are in US dollars. Ask your accountant how VAT applies before the first invoice.

Who should test first, and who should wait #

Worth testing now

  • Hotels, apartments, restaurants and tours: visitors plan trips to Belgrade, Novi Sad and Zlatibor in ChatGPT, often in English.
  • B2B and IT services: buyers compare software, suppliers and agencies in long conversations before they ever call.
  • Online shops with clear products and prices: ChatGPT is testing shopping ads built from product feeds.8
  • Schools, courses and training: people ask ChatGPT what to learn next and where.

Better wait: clinics, supplements, finance, betting and anything political. These categories are restricted or go through manual approval,6 and health conversations show no ads at all.

How we would run a first test #

  1. Set up measurement first. Install the ChatGPT pixel or Conversions API and tag every link with UTMs. Results cannot be attributed after the fact.
  2. Pick one offer and one landing page that answers a question. Not the homepage.
  3. Write five to ten context hints per ad group, in English and in Serbian, each describing a real conversation your customer would have.
  4. Write for the moment. A short title and one useful line. Next to a helpful answer, an ad that sounds like an ad loses.
  5. Start with Clicks, a small daily budget and four weeks.
  6. Judge it by cost per lead against your Google and Meta campaigns, not by clicks alone.

Don’t forget the answer itself #

An ad sits under the answer. The answer is still free. When someone asks ChatGPT for the best place, product or agency in Belgrade, the brands it names are the ones with clear websites, real reviews and content other sites quote. That is SEO: Search engine optimisation. Making pages easy for Google to find, understand and rank. done for AI answers, and it keeps working after a campaign ends.

That is why we run the two together: online ads for the people ready to click now, and SEO & AEO so ChatGPT knows who you are when it answers.
